Project Controls Manager (Contract Position)

Contract Duration: 6 to 9 Months – could be longer subject to work load.

Rate: £500 - £600 per day

Working Hours: 5 Days Per Week (2 Days On-Site, Depending on Business Needs)

Clearance: SC Clearance required (Or ability to get it)

We are seeking an experienced Project Controls Manager to join a small team within the Client’s PMO, working closely with the Head of PMO on a range of projects, from small-scale to large, complex undertakings. The ideal candidate must have both planning and cost management expertise, with experience in Engineering or Construction project environments. Prior experience in the nuclear industry is strongly preferred.

This is a hands-on role that requires proficiency in Primavera, as the successful candidate will be responsible for providing data on resources and tasks for various projects and work packages, facilitating effective project management and oversight. You will create schedules and resource plans that are accessible and user-friendly for all stakeholders.

Key responsibilities include establishing and maintaining project control systems with a focus on planning, cost control, risk assessment, opportunity identification, change management, and PMO reporting and governance.

Our client is an international organisation in the nuclear industry, operating in a highly security-sensitive environment, so SC-level clearance is required (which typically takes 6-8 weeks for UK passport holders). This role falls inside IR35.

Main Tasks / Activities:

  • Production of Project Schedules: Lead the development of comprehensive project schedules, detailing tasks, and resources in collaboration with the responsible personnel.
  • Establishment of Project Controls Systems: Set up and maintain project control systems covering supply chain planning, customer demand, cost management, risk assessment, opportunity evaluation, change control, and PMO governance and reporting.
  • Planning Management:
    • o Generate detailed work plans for individual team members as well as overall project/customer summaries for task and resource managers.
    • o Manage schedules to ensure effective resource loading and adaptability to shifting customer priorities.
    • o Create "scenarios" to optimise resource allocation based on project priorities.
    • o Provide data for predicting future workloads against resource availability.
    • o Supply key data to senior managers and clients to highlight project performance.
    • o Contribute to key internal and external meetings on planning-related issues.
    • o Maintain standards and procedures for all planning activities within the ET&PS framework.
    • o Conduct development activities to improve existing processes and procedures, enhancing efficiency.
    • o Train and supervise less experienced staff to support planning efforts.
    • o Liaise regularly with key internal and external stakeholders to ensure satisfactory work delivery.
    • o Take ownership of and automate tools for customer demand and supply chain requirements.
  • Project Controls Management:
    • o Develop cost reporting standards and processes, manage time booking using SAP, and forecast costs.
    • o Oversee risk and opportunity management, maintaining the corporate risk register.
    • o Establish change control standards and processes, including the formation of a change board.
    • o Ensure compliance with PMO reporting and governance standards.

Skills / Knowledge Required:

  • Project Planning Tools:
    • o Proven leadership and expertise in project planning tools, including Primavera, along with system administration capabilities.
    • o Proficient use of planning tools for managing resource loading and project priorities.
    • o Knowledge of industry standards and best practices for planning small to medium-sized projects.
    • o Ability to extract high-level data for presentations.
    • o Understanding of planning principles such as float, early start, task linkages, and baselines.
  • Project Controls Expertise:
    • o Comprehensive understanding of industry standards and best practices in cost management, risk assessment, opportunity evaluation, change control, and PMO reporting and governance.
    • o Strong systems expertise is essential.
